Job description
SPU is looking for a senior engineer to serve as a project engineer to work on complex, high priority, visible projects or programs managed by the Project Management & Engineering Division, particularly on the wastewater and combined sewer overflow systems. Oversee and perform engineering duties related to wastewater modeling and general civil design for wastewater projects.

This division is responsible for implementation and design of water supply/distribution, drainage, wastewater and solid waste capital projects that range in cost up to $80M each. Construction methods for the larger projects may include Design-Bid-Build, Design-Build or General Contractor/Construction Manager methodologies.
• Serve as project engineer on the most technically complex, visible and controversial capital projects or programs involving several design specialties including the planning, development, tracking, cost estimating and reporting on the project’s scope, schedule, and budget.
• Provide strategy, direction and guidance over engineering consultants and internal staff, coordinate design and environmental reviews, right-of-way and permit acquisition and compliance.
• Function as lead designer and responsible engineer (may include stamping reports, drawings and specifications) for a variety of complex utility projects, e.g. hydrologic/hydraulic modeling; design of drinking water, drainage and wastewater facilities; familiarity with relevant codes, regulations; resolve design issues in construction.
• Coordinate and matrix manage tasks of large interdepartmental, cross-functional, multidisciplinary project teams.
• Negotiate, track and manage consultant contracts, interagency and internal service agreements.
• Collaborate with and make technical presentations to project stakeholders and internal management.
• Prepare a variety of reports, correspondence and official documents.
• Ensure projects comply with appropriate laws, permits, regulations and codes.

Required Qualifications
• Bachelor's in Civil Engineering and registration as a Professional Engineer.
• Five years of professional civil engineering experience on large, complex utility projects that required effective, collaborative coordination with multiple stakeholders, complex negotiations and environmental permitting.
• May be required to stand, walk, or bend for extended periods of time.
Desired Qualifications
At least three years of hands on experience with direct responsibility for the development and calibration of moderately complex hydraulic and hydrologic drainage and wastewater models for urban areas.
At least three years experience as the design lead of complex utility projects in urban areas.
Skilled in complex negotiations and environmental permitting.
Proven, effective communication and organizational skills.
Extensive knowledge of engineering design principles, practices, and procedures; estimating techniques and project accounting; construction methods and ability to work independently with minimal oversight.
Skilled in using Word, Excel, AutoCAD and modeling software such as InfoWorks, EPA SWMM, Mike-Urban or XP-SWMM.
Skilled in creating, leading and maintaining high performance teams and ability to collaboratively make decisions in a timely manner.
Experienced with local, state, and federal permitting processes and obtaining permits.
Willingness and desire to learn.
